In normal circumstances, very few programs really need to connect to 
internet (the web browser, the email client, some programs that gets the 
help for you from internet (not so many of theese, fortunatelly), the 
S.O.'s security update facility, the autoupdate of your antivirus, and 
probably very few others.
So if you really had tones of (other) programs trying to access the 
internet, maybe you should consider thoroughly testing your system 
agains some viruses/trojans/rootkits !!!
Really now, pay attention on what program is trying that access, and 
consider getting him permision to do that (but ONLY after you verify 
it's legitimity !!)
You really DON'T need to stop this behaviour from ZoneAlarm; it's just 
the way it is intended to function : stop all access to internet EXCEPT 
for those expressely permited ones (and who else to give that permision 
but you ?!?)
