Juniper Neoteris is an excellent choice because you can allow you users to VPN in without the requirement of any 
desktop client.  Also it is provides many features to proxy connections, provide differentiated access based on the 
location of the remote user and the state of the remote user's machine (example: AV installed/not installed, 
updated/not updated, etc.)

But Neoteris comes with a cost and may not work out for a small user base.  What is the size of the user base in your 
case?
