Ralph Utz explained fairly well how passwords are stored in windows, I just wanted to add that the reason why it's more 
secure to use a 7 char long password rather than a 10 long is mainly because as the 3 last char will be cracked very 
fast, they will be a good clue for the cracker to guess your password.
