write a .reg file containing what you want to modify and make sure it executes at startup. (i.e. deploy as a startup 
script via AD)

Check HKLM\SYSTEM\CurrentControlSet\Services\SNMP\Parameters and HKLM\SYSTEM\ControlSet00{x}\Services\SNMP\Parameters 
locations for current settings.
