Please provide us with more information. Are you talking McAfee Enterprise or the home flavor? Are you using ePolicy Orchestrator to centrally manage this or setting up each client on its own? About how many users? I can guarantee you that on the Enteprise version, you do not need any sort of administrative rights to update the DAT files.
