hmm. i am not sure if this will help. but colasoft has a packet
builder with pre-defined templates. maybe it has what you are looking
for.

colasoft's sniffer is by far The Best. and excellent if you want to
study packets. but you will need a lab to capture the packet in the
first place.

Does anybody know a site where i can find a collection of packet
captures? I'm interested in examples with security protocols like
Ipsec and Isakmp implemented cisco routers. I am currently studying
for an exam and i really need to understand things at a packet level.
Sadly i do not have the means to establish a lab and capture the
packets myself.
