Are you talking just about software installed on a machine for monitoring or all network monitoring in general? Ethically, I think that a company can do what they want to protect their environment. However, it does cross the line if they are monitoring your every keystroke without probable cause. Most companies that I have come across are not monitoring at the PC level, but the network level. They will go to the PC level if there is a reason to. Remember, the company owns everything (network, computer, etc...) and you have no right to expect privacy at work (in the US). That does diverge from what I think your question was though...which is just about the software.
