Network Upgrade

Dear List, I've a question here related to the latest network improvement plan I'm working at. I am in India and planning to upgrade our current VSAT network to something faster. I've two proposals in my mind. The first one is to have Leased lines which would be the most expensive and the second one is IPsec VPN over public networks. The nature of business our organization is into is Banking & finance sector. My question is that does any compliance or legislation around the world restricts any Financial institution to operate its network over public networks like Internet?? While I understand the risks related to the VPN over internet, I'm planning to go for it but before making any move I want to make sure that there is no such restriction by any law in the world which restricts financial institutions to carry their transactions over the Internet. The reason why I'm bothered about the rest of the world is that I don't want that after a huge investment in this improvement and changes to our 1500+ branches, the regulating body come up with an idea (after looking at other regulating bodies of the world) and make a law that no financial organization can carry their transactions over the public network and all investment go to waste.
