For spam I use spamcop:

For websites there is a few possibilities. You could take a look at these:

Wot:
http://www.mywot.com/

McAfee Site Advisor:
http://www.siteadvisor.com/

Both sites include browser plugins as well that can warn you before you 
visit a potential dangerous site.
