When was it dictated that a DMZ is only for production systems?

If fact, I have seen them used for QA and development far earlier
(80's/early 90's) the for a systems hosting area.

What if we have a test server that requires VPN connection to external
vendor. is it advisable to put it in DMZ (since DMZ is should only be for
production servers), or better to keep  it inside the network ? Please
