Splunk isn't so much networking monitoring as it is a log agreggation
software.  It is cool, but not what you're looking for.

I would recommend Zenoss if you're looking for a complete network
monitoring solution, or Nagios if you're looking for a very simple,
bare-bones "Is the host up" program.  Nagios is free, and relatively
easy to set up in Linux.

WUG is easy, pretty good, but costs money.
