Use a user group policy to lock down all the accounts you don't want to have
access. You can download a preconfigured GPO from Microsoft exactly for this
scenario

Again the PC's need to connect with the DC at least once in order to pull
all the settings down and cache them

This is great, thanks all... looks like cached domain credentials will help
the users who have unique accounts. Any suggestions for how to provide this
"kiosk" functionality as well? 

Perhaps lock down most functions using a domain policy, then provide an
easy-to-remember username and password for that locked account?
