how to gather requirements for SOC?

Is there a document which can guide me how to gather requirements for SOC for an organization that is like >9000 
strong.? I'm talking about non-technical(legal,laws) and technical requirements(events-flows,encryption..etc?

It so hard to find such a document? on internet ? and what would you recommend should be on top list of questions / or 
commitment that you require from the senior management before you decide to kick of a soc implementation on enterprise 
level?

I always think requirements analysis is the toughest job than the actual implementation...you need to protect your work 
from so many external / and most often non-technical gaps which can turn into threats if they are not considered during 
the initial stages of project design..i mean for one i don;t want to end up in situation where em running out of 
storage space just after 6 months of siem deployment...


i don't want this to happen for this project? I need help and guidance ...on this
