Neither protects you from worms that target the protection technology.
(Okay, maybe IPsec tunnnels with static keys are rather robust, but I
didn't look at the protocol too closely.  ISAKMP certainly isn't.)

A parser guarded by a HMAC seems to be a good choice, but this
approach is not widely used, unfortunately.
