The TCG, which is the entity that now carries the flag for Palladium, has a "sub-group" for policy enforcement, the TNC. Those of us looking at policy enforcement have been following this new spectator sport. It appears that the sorts of things you mentioned are still in the works. That whole "if you get to use this with the OS of your choice" thing is the concern, of course. This is a great enabling technology for platform monopolies. Or, it's motivation for the hacking community to take their work to the next level.
