Assuming that purchase would take effect, I would expect a poor execution (in the name of ease of use, of course). Then, a few days after this feature be added to Outlook, a flurry of private keys would flood the Internet. Ultimately, the security feeling people have thanks to the use of public key encryption would dilute. Microsoft would have destroyed public key encryption. As a side effect, people would no longer trust SSL, HTTPS, TLS or anything that remembers to "encryption" or "cipher" and this would the the worst disaster I can imagine for e-commerce after the dotcom crash.
