Ambivalent. We try very hard to be free and open by default, and only look at monitoring, restricting, or blocking a particular application when it causes problems or presents a threat. From anecdotal information, there are a pretty large number of Skype users on campus, mostly students. The application doesn't use a very large amount of bandwidth and so far hasn't been linked to any other kinds of problems.
