Here's a generified version of our /etc/issue (and issue.net) file; this
gets printed *before* the actual username/password are entered.

 (insert your institution name here) computing facilities are exclusively
  for the use of authorized personnel, who are expected to abide by the
     terms of the XXXX Computing Security and Computing Use Policies.
***************************************************************************

(replace XXXX with your institution's acronym if relevant, and alter the
policy names accordingly).

The motd usually has "Authorized use only" as well as other pertinent
information.
