Sounds like a purpose-configured SSL VPN concentrator should do it.  We've been using the Pulse Secure (previously 
Juniper, but they acquired the technology from Netscreen, who got it from Neoteris) SSL VPN solution for this since 
2007 or so.  You won't be able to do native remote control of a Mac through the box, but you'll be able to tunnel the 
VNC traffic via SSH through the box.
