No, though they should have said that they got the idea surfing the net :)
This was mentioned on a number of news-related websites late last week.  You
might want to check http://www.wired.com/news I beleive they had a blurb on
it.  Ultimately, there was no evidence to back it up, just the generalized
fear that consultants hired to make Y2k mods to software for, say, financial
insititions, might surreptitiously code a backdoor in the program.
Basically, it was a "there's no way we can be sure they didn't do it"
argument.

"Gardner Group report."  One wonders who thinks up these things.  It is
certainly quite possible - I had mused about that a few years ago - but
the $ number is probably just to get it in the headlines.  ;-/
