Companies should weigh the cost of implementation of such a security
policy versus user education and the creation of an environment of trust
and respect for work-related resources.

You're trying to solve a social issue with a technical solution, and no
amount of draconian security is going to solve it. Try creating such an
agreement first, before going this route. You should have users agree to a
corporate security policy anyhow. 

(You don't have a firewall around your office supply closet, do you?)
