Question on firewall and bandwidth management co-existence

Can someone point me to any useful white papers,
web sites, etc that might discuss issues of firewall
and bandwidth management (e.g., packet shaping,
RSVP, ATM QoS) co-existence?  Are there any problems
with what are essentially packet filters on top of packet filters?
