VPN between China in the United States

Does anybody have information regarding running VPNs between the USA and
China?  I am particularly interested in the allowable level of encryption,
DES, 3DES, etc.  Also, do you have to buy the encryption hardware and/or
software in China, or can it be imported?

I believe that 15 CFR of the Export Control laws say that China is not on
the restricted list, so this should be okay with 3DES, but I wanted to be
sure.
