If we're talking about ethical and professional behavior, why limit it to systems admins?
IMO, the admin chose and acted poorly. He violated what I'd consider ethical sysadmin 
practices. Singling out one individual was another poor choise. Such actions would 
expose some (regulated) organizations to a privacy/harrassment (suppose the sysadm 
captured screenshots of medical information?). 

I don't want to get involved in whether playing card games during work hours is ethical 
or unprofessional, but however you choose here, it appears in this case to be an 
inappropriate use of company resources and time. Shame on the admin, shame on the 
slacker, and shame on the organization.
