extreme cases filter any other sort of unwanted mail from their inboxes
themselves.

The problem with this statement, is that it directly conflicts with
anti-spam dogma.  I could take the same argument, apply it to UCE/UBE, and
watch as my inbox fills with hate mail.  Though it *is* up to the individual
to take some semblance of responsibility for self-protection, off-topic
e-mail being sent to the list blatantly violates the charter.  As such, it
is within the purview of the list moderator(s) to decide how best to deal
with the offending messages.
