I have seen this problem too.  Not that I would ever install Norton on a
computer, but one of my clients was complaining about network slowdowns.
He had 10 stations using NAV 2004, and each of them had dozens of
outgoing connections in various states of ESTABLISHED, TIME_WAIT, etc.
None of the sessions were closing themselves out.  They were all
configured for AutoUpdate, but none of them had been updated in several
weeks.  I ran LiveUpdate manually, rebooted, and their network problems
have gone away.
