Did you even bother to look at the "CANVASS REPORT" link on the page you reference?  Or would you rather stupidly 
believe in a conspiracy theory rather than do a little thinking?  Looking at the full report, and you can clearly see 
why there were more "ballots" cast then there were registered voters.

Take "WOODMERE VIL" that you list below.  558 registered voters.  8854 "ballots" cast.  But what was the actual vote 
count for the presidential race?  40 total votes for Bush, 258 total votes for Kerry.  If you do the math and add up 
*all* of the votes in *all* 50 issues which Woodmere voted on, then you get a total of 8854 (+/- 1%, I didn't spend too 
much time).  So rather than someone "screwing up the vote process", you're just looking at a small district that counts 
each issue as a separate ballot.

Gee, ya think maybe this really does have nothing to do with security, but is instead just some pipe dream of the 
disenfranchised?
