Seriously though, does a baby in a carseat count as a "carpool", cause I see them soccer moms in the HOV lane all the time.
Yes, since the rule is:
* An occupant is any person who occupies one seat in the vehicle
(i.e. Pregnant mothers count as one occupant, and an infant in an infant
seat counts as one occupant).
<personal opinion> Since the DC Beltway currently does not have any
HOV/HOT lanes, and adding toll lanes will only make the already bad
traffic situation worse, I can't believe that technical solutions to
this "new" problem are already being proposed. </personal opinion>
