This is a get-out-of-jail-free card whose sole purpose is to prevent BushCo and cronies from being prosecuted. Anyone saying that it will "enhance US security" or similar is either (a) wrong or (b) lying or (c) both. It *should* be overturned immediately on judicial review as it violates the ex post facto prohibition in Article 1, Section 9. However, given that the courts have been stacked with inferior judicial appointees who fail to understand and uphold the Constitution (e.g., the four abysmally stupid assholes who voted to deny habeas corpus in the recent Gitmo decision) it seems unlikely that this will happen. Bottom line: they're gonna get away with it.
