Primary function of the T-Red system is to cut the duration of the green 
period when an approaching car is above
the speed limit. So "speeding does not pay", and hopefully drivers get 
educated to obey speed limits.
Shortened yellow lights are an optional bonus for crooked administrators 
and police who select the system.
