Freeware ICMP Network Monitor Needed

Hi all Once again I am trying to prise some information and experience out of you. Rather than use SNMP to view my network's serviceability, I am hoping that someone could recommend a nice freeware ICMP product. That will pictorially, (to impress the budget holders) advise of any network outages (internal only) albeit a little late. A program called What'sup was recommended but I can't find it anywhere. Any suggestions, or is not worth the bother ? My concern is runnning SNMP v2c on the agents, I want to avoid it if I can. When SNMP v3 becomes settled, and provided they don't throw away the security as they did with v2 I may change my mind. Any thoughts would be greatly appreciated Take Care Andy
