Ah ha, typo's kill! I of course fat-fingered 209.233.27.39 as 209.223.27.39. Apologies to those I may have maligned ;) In any case, the question still stands, even if this isn't an example of it. Why do people (not you John) report incidents to their own ISP's when their own ISP's are not involved.
