COUNTING SUPERHIGHWAY DOLLARS
        The big bucks that cable companies and telcos say they'll invest in
the information superhighway don't reflect real spending on the high-tech
gear needed to go interactive, according to the Yankee Group. Most of the
dollars will go toward basic capital outlay that the companies would be
spending anyway. "The bull that's being thrown around is unreal. It's all
