IP: Exporting to Jersey

Encryption rules put BT on export blacklist

The Government is enforcing rules on the use of encrypted software which
will prevent an apparently harmless BT Phone Disk [UK national telephone
directory on CD-ROM] being exported to Jersey [Channel Islands, not US!]
unless it has a licence.


The rules came to light when a BT customer wanted to take a copy of the
CD-Rom back to the island, only to be told that he had to apply to the
Department and [sic] Trade and Industry for an export licence.


Government and BT officials confirmed that as Jersey was not part of the
UK, it would be treated as part of Europe, and would be subject to the same
rules applied to the supply of "mikitary encryption" to continental
Europena nations.


The ban does not include Northern Island or the Isle of Man ....."
