David,
This might be the perfect time to bring up an idea that
showed up in an FCC publication ~November '92. In it they
described how the unused guard channels for UHF stations (most,
if not all PBS stations fit in here) could be used for low power
digital signal transmissions. Clearly they could become Internet
providers, or at least work with Internet providers to generate
income and help them become independent of federal funding. By
the way, they would also be competing with some of Newts backers
like AT&T, who want to do it but can't figure out how. Maybe a
plan by CPB showing how their funds would be used to prepare for
this could sway Newt to reconsider pulling their funding.
