5. SENATOR PRESSLER (R-SD) PROPOSES PRIVATIZING BASIC RESEARCH.
The Chair of the Commerce, Science and Transportation Committee
said Monday that basic research should be carried out under the
free enterprise system.  Most major discoveries, he explained,
come from industry. On the other hand, he strongly favors EPSCOR.
