Subject: Administration Floats New Encryption Regulations
The Administration has released a draft of proposed new encryption export
regulations, due to be finalized by December 15. While a step forward in
some respects, including unexpected relief for encryption source code, it
appears the complex rules and definitions proposed will likely still
prevent the widespread export of strong encryption promised in the
September US policy announcement.

The ultimate test of these regulations is whether they let people all over
the world get access to strong encryption in the products they use
everyday. If the final regulations fail that test, expect Congress to get
involved again this winter.
