Until now, there really hasn't been a concerted effort to minimize their organizational effectiveness.I don't think, though, that we are going to be rid of organized international terrorism until society undergoes some very fundamental changes...something that is likely many, many decades away from us.Until that time, then, we are going to have to develop an international terrorist containment and management operation to discover and neutralize individual operations in the earliest possible stages of their recce and planning processes...and we're going to have to do that everywhere.Once the immediate threat is contained, we are going to have to go after groups like the IRA, which is heavily funded from within our American borders, the Irish Protestant terrorists, the Basque separatists, Kurdish terrorists, Mugabe's "veterans", ELF, ALF, and many, many more.Indeed, we are in for a very rough time.At one time, perhaps the UN could have done this. However, the UN has reacted to a long line of terrorist actions by displaying a stunning political near-vaccuum. I don't think they have the "onions" to effectively combat terrorism as an organization today, or at any time in the foreseeable future.
