is it reasonable to assume a TIA system will "only" be used
looking for terrorists? [ NO!! djf]

when the system exists, after every "national headline" crime,
there will be intense pressure to retroactively justify using
the TIA system to "prevent" yet one more terrible crime "in
the future".  failures to perform this preventive miracle
will be evidence that TIA isn't looking hard enough at enough
people and its powers and scope will expand.

if this were the Arms Control arena, TIA would be described
as "destabilizing".
