I don't like the tone of this at all.
1. The fact that spammers, porno distributors and other vermin stuffed this mailbox says precisely NOTHING about the citizens who did reply, any more than it says anything about me when my mailbox gets similarly stuffed.

2. It would have been mildly interesting to know if the form letters came down heavily on one side or the other but they don't tell us that particular detail.

3. Those of us citizens who did take the time to reply do not deserve to have our contributions belittled as "not substantive". We may not be lawyers but we had something to say and we are certainly not responsible for having made arguments that duplicate those made by other citizens.

The whole thing has an odor of "we shouldn't have to wade through this garbage but the law makes us do it." Whoever wrote this doesn't sound like they have the slightest intention of paying serious attention to any of the arguments made, a kind of been-there-done-that boredom that is totally unjustified by the lack of quality shown in this rush-rush settlement

That's tough.  It's the law.
