Firstly, it cannot be stressed enough that Chris Patten is not a member of the Britsh Government: he is a Commissioner of the EU. Commissioners are unelected and traditionally incoming governments will send a senior member of the opposition to Brussels, for example Neil Kinnock was appointed transport commissioner after failing in his election bid against Magaret Thatcher. Britain's relations with the Commission are slightly strained at the moment due to proposed public spending increases that would, if the UK was part of Euroland breach the Economic Stability Pact. Furthermore, the Commission is known for adopting a French/Continental view particularly on foreign affairs.
