Uhhh...since they're planning to use Galileo, the European
version of our Global Positioning System, the "black boxes"
won't be "reporting to satellites" nor "tracked by satellites"
but simply recording their own position. How the distance traveled
for toll computation gets from the "black box" to a billing agency
is never really discussed...
It's actually amazing that ESA's PR is so poorly versed in the
technology (Galileo) to get this wrong.
