Bruce Schneier suggests (and I tend to agree) that the only way we'll see substantial improvements to computer security is when computer owners and software vendors become liable for havok wreaked with their computers.He predicts a new form of insurance: security liability insurance.

Nice idea but not a practical one.How do you sue thousands of PCs owners, living in different countries with different laws if their PC were used for a DDoS?
Do your car insurance cover damages when you are drunk or without driving license? Will we ask a "driver license" for working in a PC?
