Bruce Schneier suggests (and I tend to agree) that the only way we'll see substantial improvements to computer security is when computer owners and software vendors become liable for havok wreaked with their computers.
He predicts a new form of insurance: security liability insurance.

Nice idea but not a practical one.

How do you sue thousands of PCs owners, living in different countries with different laws if their PC were used for a DDoS?

Do your car insurance cover damages when you are drunk or without driving license? Will we ask a "driver license" for working in a PC?
