So most ISPs have pretty much eliminated "denial of service" as a tactic. Rather the opportunity is to transform best effort networks into tiered priority networks. And generate revenue from the higher priority tiers. P2P at high priority. Streaming video at high priority. Or enabling a parent to establish a policy of "my daughter's P2P at low priority" (both home network and access network).
