In the State of the Union address, President Bush touted:

This raises all sorts of technical questions, starting with:

    White House email (or whatever was used) to Congress travels via the
public-access Internet???

    It quickly moves to the usual array of authentication, privacy, and data
integrity security questions.

I'm wondering whether any of the IP folk might offer some insight?
