"Martin Selmayr, a spokesman for Reding, said the members of the  
committee were to endorse the agreement Monday night at a closed-door  
meeting in Brussels. Legislation creating the new agency is part of a  
comprehensive update of E.U. telecommunications law that also seeks to  
give the commission and new E.U. regulator the ability to force  
dominant national phone companies to functionally separate themselves  
from their networks."
