Dave,It is entirely possible that the Magic Jack femtocell could be approved under Part 15 rules, which permit intentional radiators to deliver 500 microvolts per meter at 3 meters (47 CFR 15.209), for frequencies above 960 MHz. I would guess that they intend to use only the 1800/1900 MHz GSM bands, which are not proscribed by the restricted bands in 15.205, and measurements above 1 GHz need only report average power rather than quasi-peak. That amount of power isn't going to capture the signal from any nearby base station, but it could certainly cover a small house as described.-- David Josephson
