It seems surprising that the State of Oregon would seek to open this ridiculous can of worms…

I am aware of at least two major telcos and network service providers, and a number of regional ISPs, together with 
hundreds of companies, who have networks, and employ “network engineers” and “systems engineers” and “security 
engineers” and usability engineers” located in Oregon. I’ve done a non-scientific survey of the folks I know, and not 
a single one of them is registered, or even has any idea that this stupidity exists. Nor do their employers who 
advertised for network engineers, system engineers, etc.

In a more formal search, I used the google for Engineering jobs in Oregon”

This site: http://www.engineerjobs.com/jobs/oregon/ lists over 3,000 jobs that have the title engineer. I can’t find 
any related to tech world that show a requirement to be registered, or mention OSBEELS.

In fact, it appears the next OSBEELS meeting is being held at Oregon State University on May 19. I’ve talked to a 
friend who is a network engineer at OSU, and will likely support connectivity for the meeting. His comment: “OSBEELS? 
Huh?”

This seems like a situation designed to keep the likely full time, well paid employees of an absolutely useless group 
of state employees. I wonder how many other states have such wasted resources like this? 

I hope the Governor of Oregon had no idea that these idiots are pulling this crap. If she is now aware, I would hope 
she is in the process of stopping them.
