Worth noting that Baltimore is flat-out refusing to reveal any details
of any kind about its RFP.  Per David Collins of WBAL-TV:

        "WBAL TV filed 9 public information act requests (various
        entities) seeking a copy of the RFP Baltimore City submitted
        to Amazon. City officials say they don't have the info. The
        records were prepared and retained by the developer of Port
        Covington. What???"
