this one time I disagree with Brett.

I believe that should apple have the right to censor what users can or
can't use, similarly ISPs should have the right to censor what users can
or can't use (including the app store).
if the user has to be free to determine her choices, both layers of the
stack (pipe,device) should deserve similar treatment. (user lockins in
the device space are even stronger than those in the network space).

FYI, I proposed a bill in italy (matters of life brought me to the
italian parliament) that says "users have the right to use the software
they want on their devices and remove those they don't want" (with a
number of carveouts for intergrity, security, legal, etc.)

it was approved with unanimity in the lower house, approved by all
committees in the senate, scheduled for final vote at the senate and
then faced a fierce opposition by lobbies (apple being very effective);
the final vote was deferred time and again until the end of the legislature.

Apple is right to block such apps. "Net neutrality" is an empty,
ill-defined slogan; it has no agreed-upon definition and is neither a
law nor a regulation. (The FCC has just wisely repealed the 2015 Open
Internet Order, which purported to contain "net neutrality" provisions
but in fact specifically allowed practices such as curation and
prohibited others - such as zero-rating - which have to do not with
traffic management but with billing.) What's more, due to the very
nature of the Internet, no such app can be accurate. The Internet is, by
design, a "best effort" delivery system; an ISP can only manage traffic
as far as the edge of its own network.

In my opinion, it is time to retire the phrase "net neutrality" and
adopt accurate language that precisely describes specific network
management practices - many of which are beneficial to consumers. It is
also time to stop casting aspersions upon ISPs. We are hard working
professionals who often take great risks to provide and maintain
Internet connectivity... and who get far smaller returns, relative to
our investments, than edge service providers.  We do not seek to harm
our customers or degrade the quality of our services; rather, we need to
manage them to avoid exploitation and degradation by greedy apps and
devices, malware, and the small percentage of end users who maliciously
attempt to abuse them. If we do not succeed at this, our customers will
depart for other providers, since Internet service - due to the
Internet's very design - is impossible to maintain as a monopoly. It is
edge service providers - many of which DO have monopolies and which
provide services for free so as to turn users into their product - who
are far more guilty of unethical tactics and are only now beginning to
undergo proper scrutiny for those practices.

Instead of creating apps that stress and degrade networks while
providing misinformation that can be used to falsely accuse ISPs of
unsavory practices, perhaps our time could be better spent investigating
the real offenders.
